The board
The new board of the SBB will be three-partite: schools, employee and employer organisations will be represented. The board will exist of 12 members, 6 for the schools and 6 for the labour market. 1 seat is reserved for private (non-funded) education.
The theme-advisory committees
The three themes will be discussed in three theme-advisory committees. These committees will prepare all the documents for the board. Each committee will exist of 8 members, 4 from education, 4 from the labour market. The board will take a decision based on pre-work of these committees and send this to the Ministry for approval. The ministry will make a decision based on the advice from the SBB. The decision she will take is binding for the educational field.
The Centres of Expertise within this new structure
The Centres of Expertise will not be part of the new board. They will however remain responsible for the execution of their legal tasks on developing VET qualifications and accrediting work placement companies. They will also keep carrying out existing cooperation projects, such as Stagemarkt.nl and Kansofwerk.nl.
For their legal tasks they will directly report to the Ministry of Education. For their other public tasks, they will report to the SBB. The Directors of the Centres of Expertise will form an advisory body to this newly established board.
SBB-secretariat within this new structure
the SBB-secretariat will be responsible for assisting the Board and the theme-advisory committees in their tasks. They will prepare all the documentation and will prepare the advices.
Executive Board
The board of SBB consists of twelve members and has a balanced structure: six members originate from the field of education and six members originate from industry, and represent the social partners. Of the six SBB board members originating from the field of education, one member is chairman of the VET Board.
Three of the six members work at a funded VET institution. One of the six SBB board members originating from the field of education has been nominated by the NRTO (Netherlands Board for Training and Education).
One of the six SBB board members originating from the field of education, represents teaching personnel in VET. The nominated person must be well aware of the daily teaching experiences of teachers in VET.
Of the six SBB board members originating from industry, three members work or have a management position at one of the following employer organisations: VNO-NCW, MKB Nederland and LTO Nederland. Of the six SBB board members originating from industry, three members work or have a management position at one of the following employee organisations: FNV, CNV and MHP.
